He was born March 3,1960 to Narvel and Immagene Kirtley in Dallas,Texas 

Proceeded in death by his parents ,brothers William Kirtley and James Kirtley and sisters Sarah Paul ,Lonnie Glenn,Laura Kirtley.

Billy is survived by his daughter Clarissa Kirtley , son Billy Jr and wife Paula and grand daughter Chole and brother Roger Kirtley 

Billy always had a smile on his face and a kind word for everyone as well as advice and help if needed.He loved big meals with family and friends ,good desserts and Sweet Tea and Dr.Pepper. He enjoyed time with family and friends fishing,watching old westerns and joking around with everyone .

Billy was a wonderful Dad to his 2 children Clarissa and Billy Jr. They will carry on his legacy with pride.
